Limiting the Extent of Party Discipline in Canada Essay

Party solidarity and cohesion have always been an integral part of the Westminster Parliamentry system. The leaders of the political parties of the Canadian House of Commons , with the assistance of ‘whips’, very strongly discipline their party members to vote on issues as a single entity, especially in plenary sessions (Olson, 2003). Although, some degree of party discipline is essential for any political party to maintain their power as they require the confidence of the majority of the legislative branch of the government, this practice does not really reflect a democracy. This paper argues that implememnting a large extent of party discipline undermines the spirit of democracy as the politicians become more concerned with appeasing their party leaders for their personal benefits, instead of truly representing the desires and demands of the citizens of their respective constituencies. As mentioned previously, it is argued that strict party discipline is necessary to ensure that the current governnig party maintains its power since a vote of non confidence in the House of Commons can ultimately lead to federal re-election, or re-appointment of the prime minister. However, as Kilgour et al. rgue in Crosscurrents: Contemporaty Political Issues (2013: 205), enforcing strict cohesion strategies to ensure party unity leads to members of Parliament to become extreamly passive as they no longer think for themselves, but merely conform to the demands of their party leaders. Their opinions and thoughts are constrsained by a fear of a loss of majority in the House Of Commons. It is very crucial for any political party to value and respect the opinions of its members to assess a situation more closely and obtain diverse opinions. However, strong party discipline stifles the values and opinions of individual members of party. Consequently, this diversity of imagination is replaced by a single unit of party that reflects a single, rigid opinion on most issues. This devalues the sense of liberty and freedom that is cherished by democracy. Often times, it is observed that the members of a party vote in a similar fashion, not just to ensure a majority confidence motion, but also to derive personal gains. If a member of parliament wishes to advance their political career and gain quicker promotions, he or she muct act according to the command of their party leaders (Kam, 2006). Expression of dissent from the MPs can have dire consequences for their career. They can be warned about the lack of financial support, or even be ultimately expelled from the party caucus. Kam (2006) also suggested that the promotion of ministers is greatly manipulated by the prime minister to ensure maximum conformation to the party’s position. Sometimes, certain ministers of parliament are deliberately brought into the cabinet as it is too dangerous to leave them as a backbencher (a member of House of Commons) where they can openly challenge and vote against the position of the leader of the political party. This suggests that the deliberate promotion, or demotion, ministers of parliament is not due to their, merits or demerits, but is rather strategically devised to overall benefit the party. In addition, the vote of the members of the House of Commons not only does not represent the opinions of individual ministers, but also it not a representation of a member’s unyielding and unconditional loyalty to his or her party. Rather, it is a conscious decision to vote according to the wishes of the party leader to maintain the imge of conformity and ensure personal gains and benefits for the members of parliament, which would reward in the form of more opportunities to ascend the political ladder and make personal and professional gains that do not particularly benefit the citizens of the consituency that elected the member of parliament. It is unquestionable that voting in the Canadian House of Common is extremely disciplined and very highly regulated by emloying various methods. The study of the patterns of recorded votes shows that majority of votes show almost no dissent from the party members. Also, rejection of major government motions due to dissent of the members of the House of Commons is extremely rare (Malloy, 2003). Canada operates on a system of majoritarian parliamentary government. Cohesion of political parties is very essential to maintain a majority rule by ensuring that vote of non confidence is not ever issued (Kam, 2001). Due to this constant threat of the possibility of loss of majority and formation of a coalition, political parties are very strongly disciplined by their leaders. A coalition governmet is not necessarily always detremental. It can help to foster more cooperation in different political parties and compel the members of a party to consider the opinions and views that are different from the ideology shared by their party. It also provides an opportunity for a greater debate and consideration before arriving at a common decision. Maintaining strong party discipline just to eliminate the possibility of the formation of a coalitions limits the possibilities for political experimentation and possible positive growth. The change is not just welcomed, but also deliberately resisted using the traditional practice of oppressive party discipline. The members of parliament are elected by, and are required to respresent the citizens of their respective constituencies. The common vision shared by their party and party leader may or may not reflect the wishes of the citizens. The first and foremost duty of an MP is to cater to the needs and the demands of the citizens who democratically elected him or her. The loyalty to one’s party should be a secondary priority. However, as observed, most times, this is not the case. This severely debilitates the sole purpose of a democratic government which demands the citizens’ voice and opinions to be heard above all others. Although some degree of party discipline may be required to control and maintain cohesion within the House of Commons to propose policies and arrive at a firm decision, it does not really encompass democratic ideas. Party discipline compells the members of a party to not pay heed to the needs of the citizens, but to blindly follow the demands made by their party leaders. This practice is also morally questionable as the political success of ministers of parliament is largely based on their loyalty to the party’s alues, even if they contradict his/ her personal opinions. Instead of being constantly threatened by the possiblity of losing the confidence of the majority of the House of Commons, fundamental changes need to be made to change the Westmister Parliamentry structure to alter, if not eliminate, this system that makes it almost mandatory for the parties to implement rigid party discipline. Limiting the extent of the party discipline would help to make the Canadian government more democratic by accomodating more diverse ideas and opinions.

HRM Problem in Indian Airlines

Introduction The Indian Airline was set up under the Air Corporations Act, 1953 with an initial capital of Rs. 32 million and started operations on 1 August 1953. And it dominated the Indian aviation sector during the 80's and 90's. However the rules of monoploy were deregulated in 1994. Following which many carriers entered the market. However, only two strong competitors emerged during the 1990s which were the Jet Airways and Air Sahara.This competition from the new private carriers required the airline to adapt to the new order, a process which was difficult due to the fact that management did not have complete commercial freedom, and the government was unwilling to invest in the airline. Another big reason was the Human Resource Management problems including the inefficient manpower planning, unproductive deployment manpower (results of ad-hoc job analysis), and unwarranted increase in salaries and wages caused a number of strikes by the staffs and the ultimate result is losing c ustomers and the losses in revenue.Between 1999 and 2003, the carrier’s fleet did not increase by a single aircraft – during the same period the private carriers’ fleet almost doubled to 53. Inevitably, Indian Airlines’ market share declined, from 100% in 1994 to 40% by 2004 and just 20% by 2007.Background of IA Indian Airlines is one of the prime airlines in India. It is based in Mumbai and focuses primarily on domestic routes, alone with a few international services to neighboring Asian countries. The airline is state-owned and also administered by the Ministry of Civil Aviation. Along with Air India, it is the flag carrier of India. The airline came into existence by the enactment of the Air corporations act in 1953.It has been renamed as ‘Indian' on December 7th 2005. It started with about 99 aircrafts and was the outcome of a merger of sorts among several former independent airlines. In 1964, Indian Airlines moved into the jet era with the intr oduction of Caravelle aircraft and also inducted a Boeing 737-200 in early 1970. In a fresh wave of deregulation, nine new independent airlines were launched in India in the early 1990s. Vayudoot, the state-owned feeder airline, itself collapsed in 1993. On 1st March 1997 Indian Airlines became a Public Limited Company.Presently, it has about 70 aircrafts including Airbus A300, Airbus A319,  Airbus A320and an ATR-4. Some of the foreign destinations that are included in its directory are Kuwait, Singapore, UAE, Qatar, Thailand and many more South East Asian countries. This airline was the first to introduce wide-bodied A300 aircraft in the domestic circuit. There are a total of 75 exclusive destinations covered by this airline, 59 within India and 16 abroad.HR IssuesWhen the government open up the sky by privatize the industry, one of the start-ups, East-West Airlines, offered such attractive wages that they prompted a pilots' strike at Indian Airlines in December 1992 during the w inter tourist season. Indian Airlines had 570 pilots at the time, making an average of Rs 30,000 ($962.00) a month. The airline lost Rs2.11 billion ($64.34 million) for the year. Chairman and managing director L. Vasudev had been hired in July 1992, filling a position vacant since the previous chairman had resigned due to the handling of yet another strike.Mr. Vasudev also resigned in May 1993 blaming the aviation ministry for undermining his authority. Russy Mody was named chairman of both Indian Airlines and Air-India in late 1994. He resigned two years later, also citing a lack of authority. The case ‘Indian Airlines' HR problems', examines the causes of the HR problems faced by Indian Airlines. The case reveals how poor management and stubborn work force can drive a monopoly into losses. The case also throws light on other lapses such as poor canteen management and payment of excessive allowances.The case is so structured as to enable students to understand why and how Indian Airlines was constantly plagued by HR problems. The students should be able to see how the pilots and other workers used arm-twisting tactics to get IA to agree to all their demands. The case also provides insights into how IA's lackadaisical handling of its HR problems contributed to the overall mess that the airline found itself in.

As a soldier enlists in the Army, he has a responsibility to carry out his duties to be worthy of his profession. No one enlists in the Army and runs away and does whatever he likes to do, otherwise he is not a true soldier. The same is true in Christianity, once a person receives Jesus Christ as his Lord and Savior, a contract is made which is sort of a marriage contract, sealed by the Holy Spirit (Ephesians 1:13). Enlisting in the Christian Army, one expects to be in the battlefield where Satan is the enemy (Matthew 13:39, Luke 10:19, Acts 13:10). They all seemed to me a part of living, a responsibility that I needed to do without truly understanding. 1 Corinthians 13:4-8, another well known verse on love, helped me understand the love of God. Of course it is easy to understand that when I think of God’s love because He is God, I know He is able to be so patient, kind, not keep records of wrongs, to always protect, always hope, always persevere and never fail. It is so easy to say ‘I love you’ to God because everyone in church says so and soon it becomes a fixture, one says the words without even thinking about it. Yet when it comes to my self, I find it so disappointing for me to be unable to love others as I should. 1 John 4:20 slapped me awake to the profound truth that I was a liar, saying I love God when in fact I do not love my fellow men according to the Bible’s definition of love. The voice of Eminem represents the voice o f millions of black people and to silence this voice is to prevent the media from being truly free (Christians, et. al, 2012). The Limitations Of 4G Although the concept of 4G communications shows much promise, there are still limitations that must be addressed. One major limitation is operating area. Although networks are becoming more ubiquitous, there are still many areas not served. Rural areas and many buildings in metropolitan areas are not being served well by existing wireless networks. This limitation of todays networks will carry over into future generations of wireless systems. The hype that is being created by 3G networks is giving the general public unrealistic expectations of always on, always available, anywhere, anytime communications. The public must realize that although high-speed data communications will be delivered, it will not be equivalent to the wired Internet at least not at first. If measures are not taken now to correct perception issues, 4G services are deployed, there may be a great deal of disappointment associated with the deployment of the technology, and perceptions could become negative. If thi s were to happen, neither 3G nor 4G may realize its full potential. Another limitation is cost. The equipment required to implement a next generation network is still very expensive. Carriers and providers have to plan carefully to make sure that expenses are kept realistic. Some issue expected with the implementation of 4G with multiple heterogeneous networks are issues such as; †¢ access, †¢ handoff, †¢ location coordination, †¢ resource coordination to add new users, †¢ support for multicasting, †¢ support for quality of service, †¢ wireless security and authentication, †¢ network failure and backup, and †¢ pricing and billing. Network architectures will play a key role in implementing the features required to address these issues. POSSIBLE ARCHITECTURES One of the most challenging problems facing deployment of 4G technology is how to access several different mobile and wireless networks. Figure 1 shows three possible architectures: using a multimode device, an overlay network, or a common access protocol. Multimode devices One configuration uses a single physical terminal with multiple interfaces to access services on different wireless networks. Early examples of this architecture include the existing Advanced Mobile Phone System/Code Division Multiple Access dual-function cell phone, Iridiums dual function satellite-cell phone, and the emerging Global System for Mobile telecommunications/Digital Enhanced Cordless Terminal dual-mode cordless phone. The multimode device architecture may improve call completion and expand effective coverage area. It should also provide reliable wireless coverage in case of network, link, or switch failure. The user, device, or network can initiate handoff between networks. The device itself incorporates most of the additional complexity without requiring wireless network modification or employing interworking devices. Each network can deploy a database that keeps track of user location, device capabilities, network conditions, and user preferences. The handling of quali ty-of-service (QoS) issues remains an open research question. Overlay network In this architecture, a user accesses an overlay network consisting of several universal access points. These UAPs in turn select a wireless network based on availability, QoS specifications, and userdefined choices. A UAP performs protocol and frequency translation, content adaptation, and QoS negotiation-renegotiation on behalf of users. The overlay Issues in network, rather than the user or device, performs handoffs as the user moves from one UAP to another. A UAP stores user, network, and device information, capabilities, and preferences. Because UAPs can keep track of the various resources a caller uses, this architecture supports single billing and subscription. Common access protocol This protocol becomes viable if wireless networks can support one or two standard access protocols. One possible solution, which will require interworking between different networks, uses wireless asynchronous transfer mode. To implement wireless ATM, every wireless network must allow transmission of ATM cells with additional headers or wireless ATM cells requiring changes in the wireless networks. One or more types of satellite-based networks might use one protocol while one or more terrestrial wireless networks use another protocol. QUALITY OF SERVICE Supporting QoS in 4G networks will be a major challenge due to varying bit rates, channel characteristics, bandwidth allocation, fault-tolerance levels, and handoff support among heterogeneous wireless networks. QoS support can occur at the packet, transaction, circuit, user, and network levels. †¢ Packet-level QoS applies to jitter, throughput, and error rate. Network resources such as buffer space and access protocol are likely influences. †¢ Transaction-level QoS describes both the time it takes to complete a transaction and the packet loss rate. Certain transactions may be timesensitive, while others cannot tolerate any packet loss. †¢ Circuit-level QoS includes call blocking for new as well as existing calls. It depends primarily on a networks ability to establish and maintain the end-to-end circuit. Call routing and location management are two important circuit-level attributes. †¢ User-level QoS depends on user mobility and application type. The new location may not support the minimum QoS needed, even with adaptive applications. In a complete wireless solution, the end-to-end communication between two users will likely involve multiple wireless networks. Because QoS will vary across different networks, the QoS for such users will likely be the minimum level these networks support. End-to-End QoS Developers need to do much more work to address end-to-end QoS. They may need to modify many existing QoS schemes, including admission control,dynamic resource reservation, and QoS renegotiation to support 4G users diverse QoS requirements. The overhead of implementing these QoS schemes at different levels requires careful evaluation. A wireless network could make its current QoS information available to all other wireless networks in either a distributed or centralized fashion so they can effectively use the available network resources. Additionally, deploying a global QoS scheme may support the diverse requirements of users with different mobility patterns. The effect of implementing a single QoS scheme across the networks instead of relying on each networks QoS scheme requires study. Handoff delay Handoff delay poses another important QoS-related issue in 4G wireless networks. Although likely to be smaller in intranetwork handoffs, the delay can be problematic in internetwork handoffs because of authentication procedures that require message exchange, multiple-database accesses, and negotiation-renegotiation due to a significant difference between needed and available QoS. During the handoff process, the user may experience a significant drop in QoS that will affect the performance of both upper-layer protocols and applications. Deploying a priority-based algorithm and using location-aware adaptive applications can reduce both handoff delay and QoS variability. When there is a potential for considerable variation between senders and receivers device capabilities, deploying a receiver-specific filter in part of the network close to the source can effectively reduce the amount of traffic and processing, perhaps satisfying other users QoS needs. Although 4G wireless technology of fers higher bit rates and the ability to roam across multiple heterogeneous wireless networks, several issues require further research and development. It is not clear if existing 1G and 2G providers would upgrade to 3G or wait for it to evolve into 4G, completely bypassing 3G. The answer probably lies in the perceived demand for 3G and the ongoing improvement in 2G networks to meet user demands until 4G arrives.

Teaching - A Rewarding Profession Being the first to attend college in my family, it was hard to decide what field I wanted to go into. There were so many choices. In making such a large lifelong decision, I decided to follow my heart. I thought back to when I was in high school at Narrows. I had a wonderful experience there. I also had some great, inspiring teachers. One teacher sticks out clearly to me. It was my AP Biology class my senior year. The teacher expected so much. He came into the room energetic. Full of life. Determined. And only being a student, I could tell this. He strived to teach to all the different learning styles in the classroom. No one was allowed to "slide" by. He used repetition and hands-on assignments as methods to relate the subject matter he taught. He had all the components that every great teacher should have; empathy, caring, drive, determination, motivation, creativeness, patience, reflection, originality, enthusiasm.... This superb individual is the reason I want to teach. I want to make a difference in children's lives like he made in mine. I want to encourage and push students beyond their expectations to meet mine. I am a firm believer that setting higher expectations as a teacher increases achievement in the classroom. I believe teaching is one profession where several professions are combined. meaning, I will not only be a teacher but, also, a role model, counselor, parent, nurse, care provider, official, and several other 'professions' in one days' work. I believe each child regardless of race, culture, gender, etc has the potential to an everlasting, promising educational future. As a teacher, I will have to provide whatever means necessary to fulfill my duties as an effective teacher. I hope at the end of each school year the students will have rewarding endeavors as a result of my teaching. In my classroom, I hope to take an authoritarian approach to classroom management. I believe an organized, well managed environment allows for productivity and knowledge intake. I represent several different philosophical approaches in maintaining and teaching my classroom. I would be a progressivist because it encourages others to cooperate and understand different opinions from fellow classmates.

A Room with a Japanese View It's the wee hours of Saturday morning in a quiet all female low-rise dorm room at NDSU. Residents are either sleeping soundly or out having a good time some place off campus. But in one dorm room a social gathering is in full swing. I'm not talking about a swing dance either. As I walk down my motel-looking dorm hallway, I hear a male's voice with a sharp and harsh intonation. I pause in front of the door for a second, my curiosity piqued. There is silence for a moment and then I hear the voice again and I realize it's not English, but Japanese. I proceed down the hall, shuffling in my slippers, not wanting to be an eavesdropper. On my return I hear a loud electric razor coming from the same room. Again I pause in front of the wooden door, brightly decorated with two nametags, Yoko and Michelle, made by the creative RAs of our dorm (All names are pseudonyms). What's going on in there, I wonder. I see Yoko weekly at the International Student Association meeting, but only k now that she's from Japan and is here to learn English. I knock at the door, still hearing the razor and voices in the background. The door pops open and I'm greeted by a petite Japanese girl with dyed brown hair. It’s Yoko. She invites me in and I see the pile of different sized shoes near the door. My Hong Kong etiquette that I learned when I lived overseas with my family comes back to me and I promptly take off my shoes. To my left I see Kiyo, a tall Japanese guy with spiky hair, standing behind Watashi, who is quietly sitting down with a black garbage bag covering his upper body. There are garbage bags covering the floor around them and short pieces of black hair decorate the dark plastic. The haircutter and haircutee don’t say much to me. Watashi just says â€Å"hi† when I come in the door and then looks down to prevent getting freshly clipped hair in his brown eyes. Yoko walks towards them and checks out the progress. Cutting hair in the dorms is something one doesn’t see often. I don’t think most guys cut their hair in the dorms like this.

Many generations have come and gone, and many have made an impact on American life. The Sixties were definitely one of those generations that left its mark in history. The people of this generation didn't follow the teachings of their elders, but rejected them for an alternative culture, which was their very own (Harris 14). This new subculture was such a radical society that it was given it's own name which is still used to this day. They came to be known as the Hippies.   Ã‚  Ã‚  Ã‚  Ã‚  The Hippie movement originated in San Francisco, California and spread across the United States, through Canada, and into parts of Europe (World Book), but the Hippie movement had its greatest influence in America. During the 1960's a radical subculture labeled as Hippies stunned America with their alternative lifestyle and radical beliefs. All Hippies were young, from the ages of 15 to 25(Worldbook). The young hippies split from their families for various reasons. Some rejected the idealistic views of their parents', some just wanted to free themselves from society's current norms, and others were simply outcasts, who could only fit in with the Hippie population. Most Hippies came from wealthy middle class families. Some people would say that these youngsters were spoiled and throwing their lives away, but to the Hippies this was the way of life and no one was going to tell them different. Hippies came from all over with various backgrounds to congregate in San F rancisco on the corner of Haight Street and Ashbury Street, where the world got its first glimpse of this peculiar sub group. This corner which lies in the very center of San Francisco came to be known as the Haight Ashbury District.   Ã‚  Ã‚  Ã‚  Ã‚  There was a tour bus that ran through the Haight- Ashbury District area in San Francisco called the Gray Line. The tours promotional brochure contained the statement: "The only foreign tour within the continental limits of the United States" (Stern 147). The Hippies were so different that the significant people in the city didn?t like the idea of a large hippie community growing in their city. In the years of 1965 and 1966 the Hippies took over the Haight Ashbury district (Cavan 49). There they lived and spread their psychedelic theme through out the whole area. In the Haight Ashbury district there were two parks where the hippies would hang out, Golden Gate Park and Buena Vista Par... ...and failed after a few years. Hippies still fought for racial equality. Finally when the 1960's were over new laws were put into action helping racial equality which would not have happened without the Hippies. During the 1960's a radical group called the hippies shocked America with their alternative lifestyle and radical beliefs. No movement in our history defines a culture change more accurately than the hippie movement in the 60?s. They had their own laws, music, clothes, and writings. The view of what a society should be was common among all hippies. Their ideas were big all throughout the late 60?s and early 70?s. Perhaps the most poignant criticism of the societies in these two novels is the violation of the principals and mores of modern society. In â€Å"The Wars†, death and injury becomes common place, and stopping to help a fellow soldier is not always permitted. â€Å"That was the rule. No one went back- even for a dying comrade. Only someone wounded could stay with another wounded man†¦ No one spoke. The dead all lay with their faces in the mud or turned to the walls of the trench. This was the only way they could be told apart from the wounded.† (Findley 118) More difficult to accept that this apathetic view of death is the enthusiasm that some of the soldiers in â€Å"The Wars† felt for the war and the destruction it caused. After being rained on with shells, having a close brush with death, â€Å"a bright young man with popping eyes turned to Robert and gushed at him: ‘Isn’t it marvellous!’ † Privacy is nearly impossible for ordinary soldiers. While on the boat, going to England the men â€Å"were cramped into spaces meant to hold a quarter of their number†¦ The make shift latrines and showers were virtually open forums where privacy was unheard of†¦ Up in the first class accommodations, the officers were somewhat better off.† (Findley 56-7) This also shows another disadvantage soldiers face that their superiors do not. Sexual abuse is seemingly common and goes unpunished in the novel. Four men rape Robert while his is in a changing stall at Asile Desolà ¯Ã‚ ¿Ã‚ ½. â€Å"His assailants, who he’d thought were crazies, had been his fellow soldiers. Maybe even his brother officers. He’d never know.† (Findley 169) Many aspects of the society in â€Å"The Handmaid’s Tale† also contrast modern societal values. Dead bodies are put on display for all to see. When on their daily walk Offred and Ofglen, â€Å"stop, together as if on signal, and stand and look at the bodies. It doesn’t matter if we look. We’re supposed to look: this is what they are there for, hanging on the Wall. Sometimes they’ll be there for days, until there’s a new batch, so as many people as possible will have the chance to see them.† (Atwood 40) Death does not have much shock value to individuals in the Gileadean society, as they have been exposed to it frequently. The Handmaids take part in the execution of a man who has performed crimes against society. â€Å"There is a surge forward, like a crowd at a rock concert in the former time†¦ Now there are sounds, gasps, a low noise like growling, yells†¦ he’s obscured by arms, fist, feet. A high scream comes from somewhere, like a horse in terror.† (Atwood 349) These women, who are not violent in every day life, are so desensitized to death that they are able to vent their anger through murder. Rape is common with the Gileadean society, although it is not recognized as such. Handmaids are required to copulate with their Commander, if the choose not to, they will be sent to the Colonies.
