The President Commission on Excellence in Special Education (PCESE) :: essays papers

The President Commission on Excellence in Special Education (PCESE) The government’s primarily goal is to close the achievement gap between special education students and general education students. In October of 2001, before the No Child Left Behind was put into action, President Bush appointed a commission called The Presidents Commission on Excellence in Special Education (PCESE). The purpose of this commission was to bring together 100 experts to evaluate the special education system. In conclusion, the commission could not agree more with President Bush that the special education system needed radical reform (Kauffman, 2004 p. 1). One of the main changes that the commission wanted to see was the achievement gap between special education students and general education students. The PCESE states, â€Å"The ultimate test of the value of special education is that, once identified, children close the achievement gap with their peers† (Kauffman, 2004 p. 4). I’m assuming the word peer means the same age child in general education. I don’t see how they expect students with a mental disability to be able to learn just has fast as general education students. I mean that’s what closing the gap means. â€Å"The gap to which the PCESE refers is simply not closable for reasons obvious to anyone with a rudimentary understanding of statistics and disability† (Kauffman, 2003 p. 3). Kauffman brings up an excellent point, why isn’t the government comparing children that receive special education to those children who don’t receive special education. Wouldn’t it make sense to compare two things that are similar instead of trying to compare two things that are no way alike? Why don’t we focus on making special education as good as it can be? We should work to make sure students with disabilities learn everything they can at their own speed in special education (Kauffman, 2003 p. 3). Not scraping the whole system. Basically general education students are the wrong comparison to determine if the special education system is working or not. â€Å"The PCESE asked the wrong question and suggested dedicating ourselves to closing the wrong gap. Their approach is about as helpful as dedicating ourselves to closing the gap between 5 and 7† (Kauffman, 2003 p. 3). Now after the PCESE made its report and after President Bush put NCLB into action three years ago, the nation starts to ask if this law is truly helping our children with disabilities. Is this new law really helping our students exceed expectations?

Essay --

Motivation/Reward System

Essay 1: Motivation/Reward System by Blake P. Rodabaugh EDD 9100 CRN 35455 Leadership Seminar Nova Southeastern University January 15, 2012 Essay 1: Motivation/Reward System Employee motivation seems to be at the core of what defines leadership or more importantly a leader. The success or failure of an organization is dependent upon the ability of those in leadership positions and roles to motivate and inspire the members of the organization to high levels of performance.Leaders that are effective have the ability to increase the level of job engagement and organizational commitment on the part of employees. Particularly in the field of education, highly qualified and motivated faculty members are critical to the economic and academic success of the organization. Without them the organization at best stumbles along at a mediocre level and at worst fails (Siddique & Khan, 2011). There are two types of rewards when dealing with motivational factors of staff, extrinsic and intrinsic.Ext rinsic motivation is that which comes from outside of the individual such as money, promotion, coercion, grades, or the fear of punitive action. Intrinsic motivation is that which comes from within the individual through a feeling of enjoyment, pleasure, or interest in the task at hand. In investigating the type of reward system to be implemented whether extrinsic or intrinsic it becomes apparent that neither is the answer in itself. As with many aspects of leadership there appears to be no one style that works best all the times but rather is situational as to need.Extrinsic reward has been connected strongly with the encouragement of innovative behavior on the part of employees. This however needs to be taken on in moderation as there is a tendency for excessive motivation of an extrinsic nature to actually depress innovative behavior through the erosion of self motivation. Intrinsic motivation through the application of empowerment, development of human capital, recognition of ac complishment, learning and training support has shown to have a strong impact upon the level of employee innovation. When the two approaches are combined in a situation where extrinsic motivation is added to the aforementioned types of intrinsic motivation, the positive effects are amplified. The intrinsic aspects prevent the over-erosion effects often produced by extrinsic motivation. Thus, as with so much of leadership a combination of approaches is stronger than a single approach (Zhou, Zhang, & Montoro-Sanchez, 2011). A study designed to investigate the motivational factors that were of the greatest importance to faculty members in higher education found that there was a desire for a mix of intrinsic and extrinsic rewards. Results demonstrated that while employee compensation and the overall benefits package were of significant importance to faculty members there was an expressed need for non-monetary rewards as well. Key were concepts of empowerment, positive and supportive work environment, recognition, training, involvement in the decision making process, and a sense of value from the organization. Crucial to the successful implementation of this is clear and open communication between faculty and those participating in all roles of supervision (Rasheed, Aslam, & Sarwar, 2010).An additional view of the concept of motivation is through the application of equity theory. Through this lens motivation of individuals is dependent upon how they view their ratio of outcomes to inputs in comparison to their perception of the outcomes and inputs of their peers in the workplace. This then serves as the basis for the individual to judge whether or not they are being treated fairly in the workplace. They may perceive a situation of either under or over reward, with those workers perceiving an under-reward taking action to restore perceived equity.Typically this action resolves into either a reduction of effort on the part of the employee or a request for greater rewar ds. Typically, the end result of this being that, if the employee is unable to achieve a perception of equity through either a reduction of input or an increase in rewards, they will eventually change employment (Skiba & Rosenberg, 2011). Professor Edgar Schein of MIT’s Sloan School of Management emphasizes a need for behavioral change to take place at all levels of an organization if it is to be successful in the creation of a strong organizational culture.According to Professor Schein it is important to have more than an empowering process in place. Organizations need to have everyone at all levels of the organization actively working together to establish behaviors that lead to an environment in which equal partnerships and mutually helping relationships are the order of business (Kleiner & vonPost, 2011). A Brazilian study of nine administrative units, composed of three factories, two bank branches, a university, and a municipal office focused on the impact of wages upon motivation and employee job satisfaction. The results of this study were in opposition to several others in that the administrative offices with the lowest wages displayed the greatest amount of employee job satisfaction and overall motivation due to intrinsic factors present in the work environment. In opposition to this the offices with the highest wages showed the lowest level of overall satisfaction and motivation. In total there were 458 respondents of which 252 were male and 206 female. In all instances of this study correlations were apparent with respect to perceptions of satisfaction and motivation in connection with leadership’s attitude towards staff in areas other than extrinsic (Pinto, 2011). Analysis of the Writer’s Workplace At the writer’s place of employment there really does not exist any real system of positive motivation and rewards beyond that expressed in the contract signed at the beginning of employment. Some might equate it to a system whi ch utilizes a carrot and a stick except that there is no carrot.Overall leadership and organizational culture is reflective of leadership neglect with the occasional out lashing of reactionary and punitive actions on the part of senior administration towards staff. The culture is one that reinforces a perception that unless you are among the chosen ones, the inner circle, that the best you can do is to hole up in your classroom and not draw attention to yourself. Senior administration sees itself as enlightened and visionary. Staff sees it overall as untrustworthy, arbitrary, reactionary, and punitive. The next step down from the most senior of administrators is seen overall as clueless, out of touch and somewhat delusional in a benign way. Middle level administration and leadership is viewed as having their heart in the right place but with very little power or influence to shape things in a more positive direction. Overall the motivation and rewards system is dysfunctional at best, unless you happen to be one of the chosen ones. What is needed is a system wide change similar to that proposed by Professor Schein in which observation, inquiry, and leverage are applied. This would entail observation of the manner in which employees at all levels of the organization behave, inquiring or deducing the manner in which they think or believe, and then applying the leverage. The leverage in this instance is small incremental behavioral changes that lead the organization as a whole to think and act differently. The impact and role of management in this process is critical as the various subcultures within an organization exist within all levels and facets of the organization including the various levels of leadership (Kleiner & vonPost, 2011).References Kleiner, A. , & vonPost, R. Mathematics and Time

Calculation of Labour Utilization: No. of total employees = 22 No. of assistant supervisors = 4 Time used by assistant supervisors for production process = 100% -10% = 90% Therefore, the total available labour = 18 + 0. 9*4 = 21. 6 Maximum labour hours/ month = No. of days*labour hrs available/day*total available labour = 20*8*21. 6 = 3456 hrs Actual labour hours used = 1531. 7 hrs Capacity Utilization = Actual labour hours used/ Maximum labour hours available = (1531. 7/3456) * 100 = 44. 32% This figure does not include the time taken by labour to rework on the parts rejected or returned by the customer.Hence, the actual labour utilization would be more than the above calculated figure. However, we believe that the above time signifies the actual time spent by labour in producing or working on new parts. 2) Profile operation (Fabrication) – Break even analysis: Let the optimal order size be N boards a) Using Punch Press: Total Operating Time = Setup time + Cycle Time*N = 50 + 1*N = 50 + N b) Using CNC router: Operating Time = Setup time + Cycle time*N = 150 + 0. 5*N= 150 + 0. 5N We would use the CNC router when its operating time is less than that of the punch press. i. e. 150 + 0. *N ? 50 + N => 0. 5*N ? 100 => N ? 200 => N ? 200 boards Thus, for orders above 200 boards, the CNC router should be used as it will take less time and hence, would produce more number of boards.3) Drilling Operation (Image Tranfer) – Break Even Analysis Let the optimal order size be N boards a) Using Manual drill: Total Operation Time = Setup time + Run time = 15 + 0. 08*500*N = 15 + 40N b) Using CNC drill: Total Operation Time = Setup time + Run time = 240 + 0. 004*500*N = 240 + 2*N We would use the CNC drill when its operating time is less than that of the punch press. . e. 240 + 2*N ? 15 + 40*N => 38*N ? 225 => N ? 5. 92 => N ? 6 boards Therefore, for orders with size above 6 boards or more, CNC drill should be used as it will take less processing time and hence would increase the capacity. In addition to this we can also calculate capacity utilization using the available run time. As shown in Table 1, the bottle neck is the drilling operation. Thus the maximum number of boards that can be produced is limited by the capacity of drilling( which is 6359) inclusive of CNC as well as manual drilling.

Akron’s children Hospital (Case Study)

Akron Children’s Hospital started as a day care nursery provider in 1890 and became one of the largest pediatric healthcare system in the united state. Akron Children’s Hospital is located in a friendly community of Akron, Ohio. With more than 3000 pediatric specialists Akron Children’s Hospital offers over 30 practice areas of medicine and surgery specialized for children which help the hospital draw over half a million patients a year not only from the United states, but also from all over the world(akronchildrens. org). Akron Children’s Hospital mission is to provide medical treatments to infants, children, adolescents, as well as burn victims of all ages. The hospital also provide basic and clinical research and provide multi-level professional education students of medicine, nursing, as well as Akron residents and various allied health professions. Moreover, the hospital is continuing to provide education to encourage and to make it easy on the process of lifelong learning for physicians and other children’s care providers in the health care industry. Akron Children’s Hospital commitment is to maintain the maximum quality of care for children by using the latest modern technology and equipment available. Akron is committed to promote integrity, emphasize the dignity, family member and fellow employee to follow the topmost standards of ethical conduct. The hospital is committed to maintain and press forward the hospital’s leadership role to successfully work pleasantly with other health care networks providers, community organizations, businesses as well as government to maintain a proficient professional allied and lastly operation. According to Cooper & Schindler† the basic dilemma and starting trying to develop other question by breaking down the original question is the right way to approach the research process†( Cooper & Schindler,2008). The management-research question hierarchy for Akron Children’s Hospital is that the hospital faces is how to raise the bed-occupancy rate and what can the hospital do to gain more business than its competitors. Another dilemma in Akron’s case the management is that Akron Children’s hospital distinguishing itself from many of their competitors. The research question for Akron Children’s hospital was about expending their service beyond Summit County to other different counties such as Cuyahoga County, Portage County, Mahoning County, and Medina County, which will increase the number of the patient and bring more profit. Some of the investigative questions for Akron Children’s hospital were as follow: How do children’s parent decides which hospital to take their children to, when their children need acute care? Is their decision driven simply by emotion? Is the financing a determine factor? Is the quality of service a factor on their decision? (Cooper & Schindler, 2008). During the research process Marcus Tomas LLC team had to observed physicians, parents, and child patients during testing, diagnosis, and treatment phases, they were also observing while kids were during checkups, admitted to the ER, undergoing surgery as well as prepping for surgery. They pay great detail to the interactions of patients and physicians, nurses and other staff members; they pay attention, physical and emotional reactions and heart-wrenching conversations (Copper, Schindler, 2008, cases, p. 2). The Advantages of it all is that researcher s can see a step- by-step first-hand the experiences between parents, children and hospital staff in the hospital. Furthermore, Researchers can immediately record their observances and findings. The recordings of audio or video were very good solid evidence therefore there weren’t not a lot of room for error in this method. Researchers made sure that all staff of the hospital was fully invested into the well-being of their child patients. The researchers were able to see how technology, highly energetic staff, highly knowledgeable staff and full compassion for the children work in collaboration. They saw a very strong desire by the entire hospital for the children recover and be the best they can possibly be once leaving the hospital. Some of the disadvantages are that researchers did not gain any knowledge of past experiences if all they do is watching the present. Researchers cannot really gain opinions by this method. Equipment and staffing can be extremely expensive. Some test subjects may act different or be more anxious if they know someone is watching and/or recording interactions. Conclusively Akron Children’s Hospital management and executives have come to conclusion and realized that the process of overcome the competitors surfing above competitor’s shadow, also generating an effective marketing plan will require an extensive qualitative research. They made a decision of hiring Marcus Thomas LLC. Overall the research was well executed because in the long run Akron Children’s Hospital was able to gain an increase on the number of patients admitted to the hospital, as the result of a better comprehension based on the patients’ parent point of view about their needs and their perspectives. Argumentative Essay the Apprenticeship of Duddy Kravitz

A man must pursue his dreams. This is certainly true for everyone in humankind, for if there were no dreams, there would be no reason to live. Duddy Kravitz understands this perfectly, which is why he is one of the most ambitious young men of his time. From the moment he hears his grandfather say, â€Å"A man without land is nobody,†(44) he is prepared to seek the land of his dream, no matter what the cost would be. This ambition of his is very respectable, but unfortunately his methods are damnable.Duddy is a relentless pursuer, a formidable competitor but also a ruthless manipulator. It is true that he has obtained all the land that he desires at the end, but he succeeds through immoral, despicable and contemptible means. It is clear then, that Duddy has failed in his apprenticeship and has become the â€Å"scheming little bastard† that Uncle Benjy has warned him against. There is no doubt that Duddy is very shrewd and clever, but his lack of moral principles attribut es to his final failure. In fact, his immorality can be traced back to a very young age.During his study in the parochial school, he already earns money through methods that hardly comply with virtues of any kind. Taking advantage of the fact that minors cannot be sued in Canada, Duddy defrauds stamp companies and sells stolen hockey sticks. Perhaps he cannot distinguish right from wrong; perhaps he does not care, but nonetheless it is improper for him to engage himself into these kinds of activities. Duddy emerges himself deeper into the sea of corruption when he establishes Dudley Kane Enterprises. With his limited knowledge of movie making and his mistaken trust in John Friar, his firm produces bar-mitzvah films of extremely poor quality. The bar-mitzvah film for Mr. Cohen, for example, is obviously a failing product. â€Å"Duddy didn't say a word all through the screening but afterwards he was sick to his stomach,†(149). After the screening, Duddy says to Mr. Friar,  "I could sell Mr. Cohen a dead horse easier than this pile of —,†(149). However, realizing the obvious faultiness of the film, Duddy does not talk candidly to his client.Instead, he untruthfully says that the film is a phenomenal piece of art and that he is entering it into the Cannes Festival. By doing so, he deceives the Cohen family into buying the appalling bar-mitzvah film of Bernie. As a matter of fact, Kravitz is not only skilful in handling situations, but he is also very apt in manipulating people. This can be clearly seen in his relationships with Virgil and Yvette. Duddy is never loved in his family, so originally Duddy is quite content to know that there is someone who cares about him, Yvette. He finds great companionship in her and acquires a feeling of fulfillment in himself in her presence. But as time passes by, Yvette becomes nothing but a tool to him. He uses her as a medium through which he can buy the land that he lusts for; because he is a minor and he cannot legally own land, thus getting the deeds under her name. â€Å"The farmers would be wary of a young Jew, they might jack up prices or even refuse to sell, but another French-Canadian would not be suspect,†(99). Duddy also treats her as a sexual toy.He makes love with Yvette whenever he wants it, but he does not take Yvette's feelings into consideration: â€Å"Yvette wanted to wait, but Duddy insisted, and they made love on the carpet,†(193). He never pays any respect to Yvette and he does â€Å"he hasn’t the first notion of how to treat a woman,†(164). Not only does he use her sexually and financially but also mentally. Duddy has no love for Yvette, which is shown in various occasions, one being while having a conversation with his comrade. â€Å"Listen,† he said, â€Å"what kind of friend are you?You must know lots of nice Jewish girls in Outremont. Why don’t you ever fix me up? † â€Å"What about Yvette? † Bernie as ked, embarrassed. â€Å"Yvette? I could never marry her. She’s my Girl Friday,† (232). This shows how he has come to use Yvette as nothing but a tool, fooling her in making her believe that he actually loves her. With Virgil, Duddy takes advantage of his physical disabilities. After selling the pinball machines that Virgil brought him to ease his financial troubles, Duddy does not want to repay Virgil.Using the fact that Virgil is an epileptic and that it is very difficult for him to be hired, Duddy employs him as a driver But Duddy tells him that a truck would be necessary for the task, and that he can provide Virgil with the perfect vehicle for one thousand dollars, the exact amount that he owes Virgil, even though he is getting free of charge. Virgil is innocent enough not to know what is happening. Knowing this, Duddy doesn’t take into account that if Virgil encounters and accident, he can be sued for everything he has.He is also very grateful and flattered to know that Mr. Kravitz is willing to hire him. He accepts the job immediately, and thus, Duddy does not need to reimburse Virgil. It is quite ironic that Duddy, being such a good manipulator of people, is later being used by his Bohemian friends when they come to his apartment every night to party, eat and drink, all at Duddy's expense. After Duddy has engaged himself into all kinds of deceitful activities, he is bankrupt and is on the verge of a mental breakdown. At that point, Uncle Benjy's letter reveals to Duddy that he must make a very serious decision: â€Å"There's more to you than mere money-lust, Duddy, but I'm afraid for you. You're two people, that’s why. The scheming little bastard I saw so easily and the fine, intelligent boy underneath that your grandfather, bless him, saw. But you're coming of age soon and you'll have to choose. A boy can be two, three, four potential people, but a man is only one. He murders the others. † (287) Duddy must now choose th e way that he will live on for the rest of his life.He may continue on to live the way that he has always lived and be a complete amoral criminal, or he can abandon his money-lust and become a fine shrewd gentleman. The time has come for him to choose what is to become of him. But at this point, Duddy performs the most dirty, sickening and contemptible act in his apprenticeship. He forges Virgil's cheque in order to buy the final parcel of land: â€Å"Duddy took a quick look at Virgil's bank balance, whistled, noted his account number and ripped out two cheques. He forged the signature by holding the cheque and a letter Virgil had signed up to the window and tracing slowly,†(316).This is a clear indication that Duddy has chosen to become the inconsiderate â€Å"scheming little bastard†. He has murdered all the other good possibilities of himself. Duddy has obviously chosen the wrong kind of man to be. He has chosen to become a crooked person, a corrupted chap, and a ru thless man. Undoubtedly, Duddy is a very keen and intuitive young man. He can calmly and gracefully settle Lennie's problems with Mr. Calder. He can also tactfully and intelligently get Aunt Ida going back to Montreal to see the dying Uncle Benjy.Duddy has all the qualities that are needed for him to succeed in society; it is only a matter of time. Unfortunately, Duddy chooses the wrong path at a young age and continues on with that path to his adulthood. He ends up being a terrible failure. Perhaps his lack of discipline from his early years is one of the most important attributes to his tragic fall in The Apprenticeship of Duddy Kravitz.
